Larry LeBlanc was instrumental in the formation of the University of Regina’s football program, helping lay the foundation for the partnership between the junior Regina Rams and the University. LeBlanc served as the president of the team during its inaugural CIAU season in 1999 and also in 2000, when the upstart Rams advanced all the way to the Vanier Cup game. LeBlanc, a prominent lawyer with MacPherson, Leslie & Tyerman LLP in Regina, began his lengthy stint with the the Rams’ Board of Directors in 1991. He received his Bachelor of Arts degree from the University of Saskatchewan's Regina Campus in 1974.
